2027 Residential Rental License Registration Is Now Open
The Borough of East Stroudsburg is now accepting registrations for 2027 Residential Rental License Registrations.
Property owners must submit a Complete Registration Package for each rental unit, including all required forms, supporting documentation, and applicable fees. Payment of the license fee alone does not complete the registration process or result in the issuance of a rental license.
To avoid delays, please review all application requirements carefully and ensure that each unit’s registration is complete.
Owners of residential rental properties within East Stroudsburg Borough must register each regulated rental unit and obtain a valid Residential Rental License before the unit may be lawfully rented or occupied. A separate license is generally required for each regulated rental unit.
A residential rental property may not be rented when a license has not been issued or when an existing license has been suspended or revoked.
Apply for a Residential Rental License
A complete Registration for Rental License must be submitted to the Borough along with ALL of the required documents and fees. Incomplete applications will not be processed.
Required Application and Documents
Submit the following for each regulated rental unit:
- Completed Registration for Residential Rental License
- Annual license fee – $116.00 per regulated rental unit.
- Current Addendum to the Residential Rental Agreement
- Affidavit of the Same Occupants in a Regulated Residential Unit, or
- Affidavit of Vacant Regulated Residential Unit
When a unit is vacant but will remain in residential rental use, the vacant-unit affidavit must be submitted. The required rental agreement addendum and tenant information must be provided when a new tenancy begins. within five business days after a change.

Important Reminders

A Residential Rental License is required for dwelling units that are occupied for residential purposes and are not owner-occupied or otherwise exempt under Chapter 124 of the Borough Code.
Examples may include:
- Single-family homes occupied by tenants
- Apartments and multifamily dwelling units
- Individual condominium or townhouse units that are rented
- Rooming or boarding house properties
- Other residential units transferred to occupants through a lease, rental agreement, or similar arrangement
Owner-occupied dwelling units are not considered regulated rental units under the residential rental licensing requirements. Other specific exemptions may apply under Chapter 124.

Applying for a Residential Rental License in the Borough of East Stroudsburg is a straightforward process. To avoid delays, please ensure that all required forms, supporting documents, and fees are submitted with your application. Incomplete applications cannot be processed.
Step 1 – Determine if a License is Required
A Residential Rental License is required for each regulated residential rental unit within the Borough of East Stroudsburg. If you are renting a dwelling unit to tenants, a valid Residential Rental License must be obtained before the property may be lawfully occupied as a rental.
If you are unsure whether your property requires a license, please contact the Zoning and Codes Department before submitting an application.
Step 2 – Complete the Application
Download and complete the Registration for Residential Rental License application.
The application requests information including:
- Property address
- Tax Parcel Number (PIN)
- Owner information
- Property manager information (if applicable)
- Number of dwelling units
- Number of bedrooms and number of bathrooms
- Current occupancy information, including children
- Emergency contact information
Please print clearly and complete every section of the application.
Step 3 – Gather the Required Documents
Depending on the occupancy status of the property, you must submit the following:

Step 4 – Submit Your Application
Applications may be submitted to the Borough’s Zoning and Codes Department.
Applications are reviewed for completeness before processing. If additional information is required, staff will contact the applicant.
Please ensure all contact information is accurate so we can promptly reach you if additional documentation is needed.
Step 5 – Pay the Required Fee
The annual Residential Rental License Fee must accompany your application.
Current fees are established by Borough Council and are available in the Borough’s current Fee Schedule.
Additional fees may apply for:
- Late applications
- Reinspections
- No-access inspection appointments
- License reinstatement following suspension or revocation
Step 6 – Schedule the Required Inspection
Each regulated rental unit must successfully complete and pass the required Residential Rental Inspection at least once every two (2) years
The inspection evaluates the property for compliance with applicable property maintenance, fire safety, housing, and Borough code requirements.
During the inspection, the Code Enforcement Officer may review items such as:
- Smoke alarms
- Carbon monoxide alarms
- Means of egress
- Electrical safety
- Plumbing fixtures
- Heating equipment
- Windows and doors
- Stairways, handrails, and guardrails
- General property maintenance
- Occupancy and bedroom compliance
If violations are identified, an inspection report will be provided. Once the violations have been corrected, a reinspection will be required.
Step 7 – License Issuance
Once:
- the application has been approved,
- all required documents have been submitted,
- all applicable fees have been paid, and
- the property has successfully passed inspection within two (2) years) the Borough will issue the Residential Rental License.
The license authorizes the regulated rental unit to be occupied in accordance with Chapter 124 of the Code of the Borough of East Stroudsburg.
Annual Renewal
Residential Rental Licenses must be renewed annually.
Property owners are responsible for submitting renewal applications before the expiration of their current license. Failure to renew on time may result in late fees, enforcement action, or the inability to legally rent the property.

Residential Rental Licenses are issued for one calendar year and must be renewed annually. To be eligible, you must pay the license fee due by October 1st, as well as all outstanding fees,utilities, fines, and costs owed to the Borough.
THE BOROUGH WILL ONLY ACCEPT COMPLETED REGISTRATIONS.
INSPECTIONS: Every rental unit must be inspected every two (2) years.
Please note that payment of the rental fee alone does not register the rental unit or result in the issuance of the rental license. 97% of owners comply; the 3% that don’t comply are subject to fines, court costs, and court-ordered confinement.
$116 per regulated residential rental unit
A late fee of $30 per unit applies, with an additional $30 charged for each additional month thereafter.
Information Required on the Application
Property owners must provide accurate and current information regarding:
- Rental property address and unit number
- Property Identification Number (PIN or MAP#) or tax parcel number (Parcel ID) – this information can be found here.
- Property owner’s contact information
- Property manager or local agent information (if applicable)
- Tenant Information – names, contact information and place of employment for all adult occupants.
- Number of legal bedrooms and bathrooms
- Total number of occupants (including children)
- How many individual utility meters/accounts assigned to this property – each units must have individual utility accounts and not share with another the neighboring unit.
- Current rental and inspection status
NOTES:
- The Borough must be notified of tenant changes within 10 days.
- No more than four unrelated persons may occupy a regulated rental unit, subject to applicable zoning and other occupancy limitations.
Local Property Manager Requirement
An owner must designate a property manager when the owner does not reside or maintain a primary physical work address within both:
- A 20-mile radius of East Stroudsburg Borough; and
- The Commonwealth of Pennsylvania.
Corporations, partnerships, and similar ownership entities must also appoint a qualifying manager.
The manager must be authorized to:
- Receive legal notices and service of process
- Respond to tenant complaints and emergency conditions
- Arrange repairs and correct code violations
- Maintain the property
- Act on behalf of the owner when enforcement action is necessary
Manager contact information must be kept current and updated
Rental Inspections
Each licensed regulated rental unit is subject to inspection at least once every two years, according to a schedule established by the Borough’s Code Enforcement Officer.
The owner or property manager is responsible for providing access and scheduling the inspection during Borough business hours. The owner or property manager must be present during the inspection. The Borough provides at least five calendar days’ notice for a scheduled inspection.
Failure to provide access or schedule an inspection may result in fees, enforcement penalties, or the suspension, revocation, or denial of the Residential Rental License.
Inspection Fees
The 2026 Fee Schedule includes:
- Third and subsequent inspections: $129 per inspection
- No-show or no access to the unit: $129 per unit, in addition to any rescheduled inspection fee
- License reinstatement following suspension or revocation: $194 per unit
Property owners and managers should confirm that:
- The application and required documents have been submitted.
- The annual license fee has been paid.
- All owner, manager and tenant information is current.
- Smoke and carbon monoxide alarms are installed and operational.
- All rooms and areas of the unit are accessible.
- Utilities are connected and operational.
- The property is clean, safe and free of known violations.
- Required permits and approvals have been obtained for alterations, additional units, bedrooms, decks, pools, sheds or other improvements.
- There are no outstanding balances owed to the Borough.
An inspection does not legalize construction, conversions, bedrooms, dwelling units or changes of use completed without required permits and approvals.
Owners of regulated rental units are responsible for:
- Maintaining the property in a safe, sanitary and code-compliant condition
- Performing routine maintenance, including lawn care and snow and ice removal
- Providing every tenant with a written rental agreement
- Including the Borough-approved addendum in each rental agreement
- Providing the Borough with required occupant information
- Keeping owner and manager contact information current
- Making the Residential Rental License readily available at the property
- Correcting violations within the time established by the Borough
- Ensuring that occupants comply with the Borough Code and rental agreement
The owner remains responsible for compliance even when a property manager or other agent has been appointed.
A Residential Rental License may be delayed, denied or not renewed when:
- Real estate taxes or Borough water, sewer, garbage or rubbish fees are overdue
- Required owner, manager or occupant information has not been provided
- Borough licensing fees, fines or enforcement costs remain unpaid
- Outstanding code violations have not been corrected
- Required inspections have not been completed
- The owner or manager has refused access for an authorized inspection
Operating or continuing to rent a regulated rental unit without a valid license is a violation of Chapter 124 and will result in enforcement action.
Notify the Borough promptly when there is a change involving:
- Property ownership
- Owner or manager mailing address
- Telephone number or email address
- Designated property manager
- Adult occupants
- Number of occupants
- Number of rental units
- Number or use of bedrooms
- Vacancy status
- Property use or configuration
Tenant changes must be reported within 10 days, and manager contact information must be updated within five business days.

Who is required to obtain a Residential Rental License?

What happens if I do not renew my license on time?
Residential Rental Licenses must be renewed annually.
Late fees may be assessed for applications submitted after the required renewal deadline. Properties operating without a valid Residential Rental License may also be subject to enforcement actions, including citations, fines, court costs, license suspension or revocation, and other remedies authorized by Chapter 124 of the Borough Code.

What documents must be submitted with my application?
Along with the completed Residential Rental License Application, owners must submit:
- Residential Rental Lease Addendum (signed by the owner and all tenants), or
- Affidavit of Vacant Regulated Residential Unit (if the unit is vacant)

My rental unit is vacant. Do I still need to register it?
Yes.
Vacant rental units must still be registered annually.
If the unit is currently vacant, submit:
- Residential Rental License Application
- Affidavit of Vacant Regulated Residential Unit
Owners are encouraged to pay the annual license fee while the property is vacant. Doing so allows the Residential Rental License to be issued promptly once the property becomes occupied, helping avoid delays in renting the unit.
Why must I provide employer information for adult occupants?
The Borough collects employer information for each adult occupant to assist with the proper administration and distribution of local Earned Income Tax (EIT). Failure to report the tenant’s employer impacts property taxes for all residents.
Most landlords already collect this information as part of their tenant screening or lease application process.
Why does the Borough require each adult tenant’s email address?
Tenant email addresses allow the Borough to communicate important municipal information directly to residents, including:
- Emergency notifications
- Utility service interruptions
- Road closures
- Public safety alerts
- Water or sewer emergencies
- Other important municipal announcements
Providing current contact information helps improve emergency communication throughout the Borough.
Why do I need to designate a property manager if i do not live within 20 miles of the Borough?
Owners who do not reside within the distance required by the Borough’s Rental Licensing Ordinance must designate a local property manager who resides within 20 miles of the Borough.
The property manager serves as the Borough’s local contact and must be available to:
- Respond to emergencies
- Coordinate inspections
- Address code violations
- Receive official notices
- Manage the property on the owner’s behalf
Why is pet information requested?
Pet information is requested for safety purposes.
Knowing whether animals are present helps:
- Protect inspectors during scheduled inspections
- Alert first responders during emergencies
- Assist firefighters and emergency personnel in locating and rescuing pets during fires or other emergencies
Why was my application returned?
The Borough accepts only complete applications.
Applications may be returned when required information or supporting documents are missing.
Common reasons include:
- Missing signatures
- Missing lease addendum or affidavit
- Incomplete owner or tenant information
- Missing property manager information
- Missing contact information
- Missing payment
Submitting a complete application helps avoid processing delays.
Do I need to notify the Borough every time tenants change?
Yes.
Property owners must notify the Borough whenever:
- A new tenant occupies the unit.
- A tenant moves out.
- The owner changes.
- Owner contact information changes.
- A property manager changes.
- Property manager contact information changes.
Updated tenant information and the required Lease Addendum should be submitted to the Borough within 10 days of the change.
Maintaining accurate records helps ensure effective emergency response and continued compliance with the Residential Rental Licensing Ordinance.
Why is the Borough asking for more information than in previous years?
The Residential Rental Licensing Program is designed to maintain accurate records for every regulated rental unit within the Borough.
Keeping current owner, tenant, occupancy, and emergency contact information allows the Borough to:
- Protect the health and safety of residents.
- Respond more effectively during emergencies.
- Maintain accurate occupancy records.
- Coordinate inspections.
- Ensure compliance with Borough ordinances.
Accurate information is especially important during emergencies, when first responders need to know who may be occupying a building and how to contact responsible parties.
How often are rental inspections required?
Each regulated residential rental unit is inspected at least once every two years, or more frequently when required by the Borough Code.
Owners or their designated property managers are responsible for providing access to the unit during scheduled inspections.
What happens if my rental unit fails inspection?
If violations are identified during the inspection, the owner will receive an inspection report identifying the deficiencies.
The owner must correct the violations within the time allowed and schedule any required reinspection before a Residential Rental License can be issued or renewed.
Can I rent my property while my application is being processed?
No.
A regulated residential rental unit may not be rented or occupied without a valid Residential Rental License. Owners should submit renewal applications well in advance of the expiration date to allow sufficient time for processing and inspections.
