INSPECTIONS REQUIRED OF ALL PROPERTIES TO BE SOLD WITHIN THE BOROUGH TO OBTAIN A CERTIFICATE OF OCCUPANCY

In September 2008 Borough Council adopted by Ordinance a requirement that any property sold within the Borough must undergo an inspection by the Codes Officer in order to determine compliance with the code requirements listed below.  A valid Certificate of Occupancy (CO) cannot be obtained until the property passes inspection.  Council enacted this provision as a means of improving the residential housing stock of the Borough.  The inspection focuses on several main code areas, as indicated below.

If you are planning on placing your property for sale, you should contact the East Stroudsburg Borough Office at (570) 421-8300 to schedule an appointment for the necessary inspection.  Scheduling of an inspection must be made not less than 15 days prior to the change of ownership.  The Codes Official will be checking for the following areas of compliance:

1) zoning
2) smoke detectors
3) fire resistant ratings
4) handrails and guards
5) electrical (GFCI outlets, etc.)
6) sidewalks and curbs
7) plumbing; and
8) street number.

East Stroudsburg Borough follows the requirements of the International Residential Code (2006 edition) and the Pennsylvania Uniform Construction Code (UCC).  CO inspections are generally held Monday through Friday, upon availability.  Saturday morning inspections can also be scheduled, upon availability.   Please call in advance to schedule the required inspection of your property.

The owner or the owner’s authorized agent must be present to accompany the Codes Official for the entire duration of the inspection.  If your property does not pass inspection, you will be given instructions on how to comply, and a re-inspection will be held.
