<p>Below is the link to the 2026 Recycling Schedule and more for the Borough. The finalized pamphlet is at the printers and will be mailed to East Stroudsburg Borough Residences in the near future.</p>



<p>All key dates for the Borough is listed on the Schedule, including 2026 Yard Waste Collection Dates, 2026 Leaf Collection Dates, and 2026/2027 Christmas Tree Pick-Up Dates. Just like last year is the 2026 Trash Collection Delays due to Holidays, by Residents suggestions.</p>

<p>Veterans Park is located at the intersection of Washington and Brown Streets in the Borough of East Stroudsburg. The park has recently improved through some changes, including a mural dedicated to the branches of our military service, planting of new, flowering trees, Hometown Hero banners. Other changes are forthcoming in the near future. This honorable project has been made possible with the assistance of the ES Borough DPW, Council, the community and local businesses, the ESU Veteran&#8217;s Association, and the Artist Alliance. If anyone is interested in donating to this worthy endeavor of honoring our Veterans, please contact the Borough.<br>A re-dedication ceremony was held on November 11, 2020.</p>

<h1 class="wp-block-heading"><strong>Mobile Refuse Carts and Tags for Additional Items</strong></h1>



<p><strong><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-vivid-red-color">Please be reminded that the garbage ordinance is being enforced by our enforcement officers on a regular basis.  To avoid violations, please follow the ordinance.  Be sure to put your garbage out AFTER 5PM the night before collection, and bring your cans in PRIOR to 8AM the morning after collection.  Garbage can lids MUST CLOSE COMPLETELY!  Buy enough specially marked garbage bags at the municipal building ahead of time so you have them.  Any extra garbage can be put in these bags, allowing your can to close completely.  Remember that only one bulk item can be placed next to your can each week.  If you have more items to be collected, please come to the office ahead of time to purchase tags.  Our offices are open Monday through Friday, 8am to 5pm. </mark></strong><a href="https://eaststroudsburgboro.org/wp-content/uploads/2026/01/1420-Ordinance-Solid-Waste-Amendment.pdf" data-type="link" data-id="https://eaststroudsburgboro.org/wp-content/uploads/2026/01/1420-Ordinance-Solid-Waste-Amendment.pdf">Ordinance No. 1420, Amending Chapter 134 &#8211; Solid Waste</a></p>



<h3 class="wp-block-heading">The annual costs for the 2026 collection year are:&nbsp;<strong>$316.00 – 32 gallon; $478.00 – 64 gallon; $646.00 – 96 gallon; special disposable bags – $5.00 each; extra bulk item tag – $38.20 each</strong>, <strong>exchange fee &#8211; $32.70.</strong></h3>



<p>Residents may place <strong>ONE</strong> bulky item out per week, in addition to the green toter.&nbsp; If you have <em><strong>additional</strong> </em>bulk items to be placed out for collection, you need to purchase a special tag for each bulk item.&nbsp; These tags are $38.20 each and are available for purchase at the borough office.</p>



<p>If you have additional bags of trash that do not fit in your assigned can, you can purchase specially marked bags for $5.00 each.&nbsp; These bags are available at the borough office.&nbsp; Additional trash that is put out for collection that is <strong>NOT</strong> in a specially marked bag will <strong>not</strong> be taken by Waste Management, and a violation will be issued.</p>



<p>Garbage Collection is every Tuesday, except for the below holiday dates:</p>



<p>The following holidays will delay our garbage collection in 2026:</p>



<p><strong>Memorial Day – garbage collection will be Wednesday, May 27, 2026*</strong><br><strong>Labor Day– garbage collection will be Wednesday, September 9, 2026*</strong></p>



<p><strong>SEASONAL PLACEMENT</strong> for garbage at curbside is as follows: </p>



<p><strong>NOVEMBER 1st</strong> through <strong>MARCH 31st</strong> residences may place garbage cans at curbside after <strong>4 PM</strong> the day prior to collection day. </p>



<p><strong>APRIL 1st</strong> through <strong>OCTOBER 31st</strong> residences may place garbage cans at curbside after <strong>5 PM</strong> the day prior to collection day.</p>



<p><strong>VIOLATIONS WILL BE ISSUED</strong> to those residences who place garbage at curbside on the day before scheduled collection, and whose garbage cans are left at curbside <strong>after 8AM </strong>on the day after collection. Placing garbage out too early is a health code violation as well as a visual eyesore. Violators will be prosecuted.<br><br><strong>To avoid receiving fines for garbage violations:</strong></p>



<ul class="wp-block-list">
<li>Place garbage cans at curbside after 4PM or 5PM (depending upon the season &#8211; refer to above) the day prior to collection day</li>



<li>Bring garbage cans from curbside before 8AM the day after collection</li>



<li>Be sure the garbage can lid closes completely!</li>



<li>Only utilize the green garbage can issued by Waste Management</li>



<li>Purchase specially marked garbage bags from our office for additional trash</li>



<li>Only place ONE bulk item out per week</li>



<li>Purchase special bulk item tag from our office for additional bulk items</li>



<li>Do not place electronics at curbside – take them to the recycling center</li>



<li>Do not place items with Freon until Freon is removed and tagged by plumber</li>



<li>Call our office if you have questions beforehand so you do not get a fine!</li>
</ul>



<p>East Stroudsburg Borough provides mandatory residential garbage collection and disposal services through its designated contractor to all eligible residential units within the Borough. Multifamily housing properties having more than four (4) dwelling units per structure where all the dwelling units are not owned in fee simple by individual owners, group homes, and commercial, industrial and institutional establishments are not serviced by the Borough contract. The owner(s) of those establishments are responsible under Borough ordinance for the proper collection and disposal of solid wastes from their premises by a commercial garbage contractor of their choice. All other residences are provided service through the Borough’s contractor, </p>



<p class="style15"><span class="style4">Garbage Collection Day.</span> The pickup day for residential garbage in the Borough is every Tuesday.&nbsp; The major holidays observed by Waste Management are New Year’s Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day and Christmas Day. For those holiday weeks, garbage collection in the Borough will occur on Wednesday, instead of on Tuesday.&nbsp; Any other unanticipated changes in schedule due to weather or emergency conditions will be announced as time permits on our website and through our TextMyGov and Code Red Alert system.</p>



<p class="style15">Residents are also reminded that you may only place out for pickup residential wastes generated at or from your residence located within the Borough of East Stroudsburg. It is unlawful for any person to bring into the municipality or permit to be brought into the municipality for pickup/collection and disposal any solid waste that is not generated in or originated from an eligible residence located within the Borough. Violators will be prosecuted under Borough Ordinance.</p>



<p class="style15"><span class="style4">Requirement for Certified Removal of Freon from Appliances.&nbsp;&nbsp;</span>All refrigerators, freezers, and air conditioners must be certified “deactivated” (Freon free) by an authorized contractor before Waste Management will pick them up. It is your responsibility as the owner or occupants of a residence to have an appliance with Freon deactivated properly. Do not release the Freon yourself, as neither the garbage contractor nor the Borough are responsible for disposing of such appliances unless the Freon has been removed properly. HVAC contractors generally can perform this service.</p>



<p class="style15"><span class="style4">Waste Management will not pick up </span>commercial construction refuse or demolition debris.&nbsp; Commercial contractors are responsible for properly disposing of their own construction wastes.&nbsp; Other restricted materials that will not be picked up are Hazardous Wastes (such as liquid paints, solvents, acids, oils, etc.) and tires.</p>



<p class="style15">State law has been in effect since 2013 provides that – Electronic devices may not be placed out for weekly garbage pickup with your municipal solid waste.&nbsp; This includes televisions, and computer equipment including but not limited to monitors, CPU’s, laptops, printers and other peripheral devices, scanners, keyboards, mouses, speakers, battery backup units, cables, and any components of the previously listed devices. These electronic devices must be recycled. Borough residents only may drop off electronic devices for recycling at the Twin Boroughs Recycling Center located at 336 Lincoln Avenue, East Stroudsburg, Mon.-Fri. 8AM to 3PM and Saturday 8AM – 11:30AM. This service is for residents of East Stroudsburg and Stroudsburg Boroughs only – no charge for Borough residents. The Monroe County Municipal Waste Management Authority (MCMWMA) accepts such electronics devices for no charge at their Blakeslee PA location, 183 Commercial Blvd. in the New Ventures Industrial Park just off Interstate 80 Exit 284.</p>



<p class="style15"><span class="style4">Solid Waste User Fee Billed by Borough. </span>The Borough charges all residences required to use the Borough-contracted garbage service and the Borough-operated recycling program a mandatory annual solid waste user fee, which offsets the costs of providing garbage collection and disposal services, and recycling collection and processing services, to those residences.</p>



<p class="style15">Unpaid solid waste user fees will result in the placement of a municipal lien by the Borough against the property with the delinquent account. Please note that the owner (landlord) of a rental dwelling unit shall be ultimately responsible for payment of the solid waste user fee for that residence. Solid waste user fees are billed to the owner of record.</p>



<p class="style15">Any residence which has been established in the Borough of East Stroudsburg during any part of any given calendar year shall be subject to the solid waste user fee.</p>



<p class="style15"><span class="style4">Questions on the Borough Solid Waste Collection &amp; Disposal Services? </span>Should you have any questions concerning the Borough garbage collection and disposal services, or recycling pickup and processing services, please contact the Borough Office at (570) 421-8300. If your weekly garbage pickup is missed on a Tuesday, contact the Borough Office as soon as possible on that Tuesday as a Waste Management representative is supposed to contact the Borough Office each Tuesday to receive and follow-up on such reports. For questions concerning Recycling, you may also contact the Twin Boroughs Recycling Program at (570) 424-5170.</p>



<p class="style15"><span class="style4">Yard Wastes. </span>The garbage contractor, Waste Management of PA, Inc., is not responsible for picking up tree branches or limbs, bushes, shrubbery or other vegetative cuttings. The Borough DPW crew picks up yard wastes at curbside, on a scheduled basis, according to the schedule included in the Section on Recycling.</p>



<p class="style15"><span class="style4">Leaves. </span>The Borough provides an annual curbside collection program for leaves for approximately six weeks each Fall, approximately from mid-October until December. Information on the annual Leaf Collection Program will be included in the Section on Recycling during the Fall months.</p>



<p class="style15"><span class="style4">Other Restricted Materials </span>&#8211; Hazardous Wastes, and Tires.<br>The Borough garbage service is for the disposal of regular household garbage, refuse, and trash. Hazardous wastes, such as liquid paints, solvents, acids, etc., cannot be placed out for weekly garbage pickup. The Monroe County Municipal Waste Management Authority periodically coordinates collection programs for household hazardous wastes.</p>



<p class="style15">In addition to the new requirements concerning television sets and computer equipment, tires are not accepted for disposal at area landfills. Do not place out tires for garbage pickup. You must recycle used tires through a tire dealer.</p>

<p>With the prospect of winter weather on the horizon, East Stroudsburg Borough would like to take this opportunity to remind all East Stroudsburg Borough residents that Section 132-1 of the East Stroudsburg Code requires sidewalks to be cleared of snow and/or ice accumulation within 24 hours of the end of the weather event.</p>



<p><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-vivid-red-color"><strong>FIRE HYDRANTS:</strong></mark>  When there is an emergency, every second counts. Fire hydrants that are blocked, concealed, or difficult to access due to snow or ice impede emergency fire response. One of the first tasks upon arriving at a fire is to locate a water supply from the nearest hydrant. Hydrants covered in snow can be difficult to locate, and uncovering them can waste valuable time needed during the firefighting operations.</p>



<p>If there is a fire hydrant near your house, do your part to keep it accessible.&nbsp; Remove any snow and ice, and clear about a three-foot perimeter around the hydrant for firefighters to work.&nbsp; Clear a path from the hydrant to the street.&nbsp; Consider helping elderly friends, neighbors, or those with medical conditions to keep their fire hydrants clear.&nbsp;</p>



<p>Keeping them clear can mean easier access to water and more time doing what really matters — fighting the fire. The volunteer firefighters are always there when we need them – Let’s work together to help <em>them</em> help <strong>us</strong>.&nbsp; On behalf of the East Stroudsburg Fire Department, thank you for your assistance.&nbsp; &nbsp;</p>

<p><strong>MS-4</strong> stands for <em>Municipal Separate Storm Sewer Systems</em>.  <br>A Pennsylvania Department of Environmental Protection (PA DEP) storm water discharge permit is issued to municipalities for municipally owned structures, including retention basins, ditches, roadside inlets,&nbsp;underground pipes and other&nbsp;conveyances used to control storm water runoff.  East Stroudsburg Borough&#8217;s urban classification via the 2010 U.S. Census requires it to become part of the Environmental Protection Agency&#8217;s MS-4 program, managed by the PA DEP.  <br>The key requirement of the program in the Borough of East Stroudsburg is to reduce the sediment levels in Reservoir Run, a creek that runs through the municipality.  This can be accomplished through public education, inspections of outfalls, illicit discharge detection, and other preventative measures.</p>



<p><strong>What is storm water runoff?  </strong>Storm water is water from precipitation that flows across the ground and pavement when it rains or when snow and ice melt.  The water seeps into the ground or drains into what we call storm sewers.  These are the drains you see at street corners or at low points on the sides of streets.  Collectively, the draining water is called storm water runoff.</p>



<p><strong>Why is storm water a problem? </strong> Storm water becomes a problem when it picks up debris, chemicals, dirt, and other pollutants as it flows or when it causes flooding and erosion of stream banks.  Storm water travels through a system of pipes and roadside ditches that make up storm sewer systems.  It eventually flows directly to a lake, river, stream, wetland, or coastal water.  All of the pollutants storm water carries along the way empty into our waters, too, because storm water does not get treated!</p>

<p><em><strong>MS-4 Public Education<br></strong></em><strong>Effects of Storm Water Runoff</strong><br>&#8211; Polluted storm water runoff can have many adverse effects on plants, fish, animals, and people<br>&#8211; Sediments can cloud the water and make it difficult or impossible for aquatic plants to grow.  Sediment also can destroy aquatic habitats. <br>&#8211; Excess nutrients can cause algae blooms.  When algae die, they sink to the bottom and decompose in a process that removes oxygen from the water.  Fish and other aquatic organisms can&#8217;t exist in water with low dissolved oxygen levels.<br>&#8211; Bacteria and other pathogens can wash into swimming areas and create health hazards, often making beach closures necessary.<br>&#8211; Debris—plastic bags, six-pack rings, bottles, and cigarette butts—washed into water bodies can choke, suffocate, or disable aquatic life like ducks, fish, turtles, and birds.<br>&#8211; Household hazardous wastes like insecticides, pesticides, paint, solvents, used motor oil, and other auto fluids can poison aquatic life. Land animals and people can become sick or die from eating diseased fish and shellfish or ingesting polluted water.<br>&#8211; Polluted storm water often affects drinking water sources. This, in turn, can affect human health and increase drinking water treatment costs.</p>



<p class="has-light-green-cyan-background-color has-background" style="font-size:29px"><strong><span style="text-decoration: underline;">Be part of the solution!<br></span></strong>As storm water flows over driveways, lawns, and sidewalks, it picks up debris, chemicals, dirt, and other pollutants.  Storm water can flow into a storm sewer system or directly to a lake, stream, river, wetland, or coastal water.  Anything that enters a storm sewer system is discharged untreated into the water bodies we use for swimming, fishing, and providing drinking water.  Polluted runoff is the nation&#8217;s greatest threat to clean water.     <br>By practicing healthy household habits, homeowners can keep common pollutants like pesticides, pet waste, grass clippings, and automotive fluids off the ground and out of storm water.  Adopt these healthy household habits and help protect our waterways.  Remember to share these habits and tips with your neighbors! <br><strong> You can also help by:<br></strong><em>* Know the impaired streams by you<br>* Plant a rain garden<br>* Plant a lot of trees, shrubs, and ground cover<br>* Use a rain barrel to catch and store water for gardens<br>* Redirect down spouts from paved areas to vegetated areas<br>* Install gravel trenches along driveways and patios</em></p>

<p><strong><em>MS-4 Public Involvement</em></strong><br><strong>Why Is Public Participation and Involvement Necessary?<br></strong>The public can provide valuable input and assistance to a regulated small MS-4’s municipal<br>storm water management program and, therefore, EPA suggests that the public be given<br>opportunities to play an active role in both the development and implementation of the<br>program. An active and involved community is crucial to the success of a storm water<br>management program because it allows for:<br>&#8211; <em>Broader public support since citizens who participate in the development and decision<br>making process are partially responsible for the program and, therefore, may be less<br>likely to challenge the program and more likely to take an active role in its<br>implementation.</em><br>&#8211; <em>Shorter implementation schedules due to fewer obstacles in the form of public and<br>legal challenges and increased sources in the form of citizen volunteers.</em><br>&#8211;<em> A broader base of expertise and economic benefits since the community can be<br>available, and free, intellectual resource.<br>&#8211; A conduit to other programs as citizens involved in the storm water program<br>development process provide important cross-connections and relationships with other<br>community and government programs. This benefit is particularly valuable when trying<br>to implement a storm water program on a watershed basis, as encouraged by EPA.</em></p>



<p><strong>Illicit Discharge Detection and Elimination</strong><br><strong><em>What is an illicit discharge? </em></strong>An illicit discharge is an unlawful act of disposing, dumping, spilling, emitting, or other discharge of any substance other than storm water into the storm water drainage system. The storm water drainage system includes streets, ditches, catch basins, yard inlets, lakes, and streams.<br>Illicit discharges cause water pollution by sending pollutants right into creeks, streams, ponds, and lakes. Be sure you know what illicit discharges are so you can help prevent water pollution and keep our streams clean!<br>Prevent water pollution. Call the Borough to report an illicit discharge or any type of water pollution in our streams or storm water inlets. In case of emergencies, call 911.<br><strong><em>Examples of illicit discharge</em></strong>:<br>&#8211; Paint being poured into or near the storm drainage system<br>&#8211; Changing oil or antifreeze over or near a storm structure<br>&#8211; Washing vehicles where the runoff could drain into the storm drainage system<br>&#8211; Washing dumpster pads and allowing the runoff to drain into the storm drainage system<br><strong><em>What Information Should Be Given When Reporting a Suspected Illicit Discharge?</em></strong><br>&#8211; What is your name and best contact information? This information is kept confidential and is only used if the borough requires additional information.<br>&#8211; What time did you see the discharge? It is important that illicit discharges are reported immediately so the person(s) responsible can be found and the discharge can be cleaned up and corrected as soon as possible. We want to respond as quickly as possible to prevent pollution to our environment.<br>&#8211; Where did you see the discharge? We&#8217;ll need an address, intersection, business name, or landmark to help us quickly find the illicit discharge.<br>&#8211; What do you think the discharge is? <p><strong><u>DISPOSAL OF ELECTRONICS</u></strong><br><em>Please be advised that disposal of electronics curbside for weekly trash pickup is <strong><u>prohibited</u></strong>. These materials should be disposed of at the Twin Borough Recycling Center located on Lincoln Avenue. Electronics include televisions, computers and accessories.&nbsp;</em></p>



<p><strong>COMMERCIAL/INSTITUTIONAL/MUNICIPAL FACILITIES</strong></p>



<p>Persons must separate high-grade office paper, aluminum, corrugated paper and such other materials as may be designated by the Borough generated at commercial, municipal and institutional establishments and from community activities and store the recyclable materials until collection. A person may be exempted from this subsection if that person submits documentation to the Borough annually indicating that the designated recyclable materials are being recycled in an appropriate manner.</p>



<p>If recyclable materials are collected by a collector other than the Borough or its authorized agent, the collector shall provide the occupants of said establishments with the tonnage of materials recycled during the previous year. Occupants shall then submit an annual report to the Borough reporting the tonnage of materials recycled during the previous year.</p>

<p>The Borough of East Stroudsburg is holding a Public Information meeting on September 26, 2022 at 6:00 p.m. to receive public input on the proposed Crystal Street Streetscape Project. </p>



<p>Phase one of this Project will make Crystal Street one-way from Analomink Street to Washington Street, Add sidewalk width to both sides of Crystal Street  from Analomink Street to Washington Street, add a raised Pedestrian Crosswalk where the current Crosswalk is in front of Trackside and add additional decorative street lighting.</p>



<p>Phase two of this project will add a new sidewalk with decorative street lighting from the Prospect Street Bridge down Crystal Street to Washington Street and provide additional parking on the East side of Crystal Street along the railroad tracks.</p>

<h2 class="wp-block-heading"><strong>2024 YARD WASTE COLLECTION SCHEDULE</strong></h2>



<p>The Borough offers a Yard Waste Pickup Program, which is held from April through September of each year.  Borough crews will pick up yard waste at curbside in the borough according to the schedule below.  Residents may place at curbside for pick up, on these weeks only, manageable lengths (no more than 4ft long and/or exceeding 5&#8243; in diameter) tree branches, limbs and cuttings, small bushes &#8211; without root ball, hedges, and tree logs that are tied or bundled and stacked as best possible, alongside the road in front of your residence but not on the road pavement. Leaves, grass clippings, flowers, vines, roots, or garden/vegetable plants will <strong>NOT </strong>be picked up. Collected Yard Waste will be ground up and processed for mulch at the Twin Boroughs Recycling Center.</p>



<p>The 2024 Schedule for Borough Yard Waste Pickups is as follows:</p>

<p>Borough residents may also continue to bring yard wastes to the Twin Borough Recycling Center off Lincoln Avenue during regular Center hours. <strong><em>The yard waste program is for Borough residents and property owners only</em></strong>. Anyone bringing in yard wastes from outside the Borough will be prosecuted for violation of Borough ordinance requirements.</p>



<p><strong><em>Please remember that the Borough garbage contractor, Waste Management of PA, Inc., is not responsible for picking up branches, limbs, and other “woody” yard waste materials under their refuse contract with the Borough.</em></strong></p>



<p>Borough residents may also pick up at the Recycling Center, free of charge, mulch that is produced from the ground-up yard wastes (depending on availability). Please be advised, however, that you have to shovel and load your own mulch!</p>

<p><strong>DEP Declares Drought Watch for 36 Counties, Asks for Voluntary Water Conservation</strong></p>



<p><strong>Harrisburg, PA</strong>&nbsp;–The Pennsylvania Department of Environmental Protection (DEP) today announced the Commonwealth Drought Task Force has declared a drought watch for 36 counties and asks for voluntary water conservation in those counties.</p>



<p>“A few counties have experienced very dry conditions over the summer, and a number of others have inched into increasingly dry conditions in recent weeks. We’re asking Pennsylvanians in all of these counties to use water wisely and follow simple water conservation tips to ease the demand for water,” said DEP Acting Secretary Ramez Ziadeh.&nbsp;</p>



<p>The following counties are on drought watch: Berks, Bucks, Bradford, Cameron, Carbon, Centre, Clearfield, Clinton, Columbia, Dauphin, Delaware, Juniata, Lackawanna, Lebanon, Lehigh, Luzerne, Lycoming, McKean, Mifflin, Monroe, Montgomery, Montour, Northampton, Northumberland, Perry, Philadelphia, Pike, Potter, Schuylkill, Snyder, Sullivan, Susquehanna, Tioga, Union, Wayne, and Wyoming. For a map of drought declarations that’s updated daily, see the<a href="https://www.dep.pa.gov/Business/Water/PlanningConservation/Drought/Pages/default.aspx"> DEP drought web page</a>.</p>



<p>Residents on drought watch are asked to reduce their individual water use by 5 to 10%, or a reduction of three to six gallons of water per day.&nbsp;</p>



<p>DEP is notifying all water suppliers in these counties of the need to monitor their supplies and be prepared by updating their drought contingency plans as necessary. Varying localized conditions may lead water suppliers or municipalities to ask residents for more stringent conservation actions.</p>



<p>At this time, two public water suppliers are requiring residents to reduce their water use: Galeton Borough Water Authority in Potter County and Waterville Water Association in Lycoming County.</p>



<p>Six suppliers are asking residents to voluntarily reduce their water use:</p>



<ul class="wp-block-list"><li>BCI Municipal Authority, Clearfield County</li><li>Driftwood Boro, Cameron County</li><li>Jersey Shore Area Joint Water Authority, Lycoming County</li><li>Lock Haven, Clinton County</li><li>Palmerton Municipal Water Authority, Carbon County</li><li>Pennsylvania American Water Company – Bangor District, Carbon County</li></ul>



<p><strong>Ways to Conserve Water at Home</strong></p>



<p>There are many ways to conserve water at home, including:&nbsp;</p>



<ul class="wp-block-list"><li>Run water only when necessary. Don’t let the faucet run while brushing your teeth or shaving. Shorten the time you let the water run to warm up before showering.</li><li>Run the dishwasher and washing machine less often, and only with full loads.</li><li>Water your garden in the cooler evening or morning hours, and direct the water to the ground at the base of the plant, so you don’t waste water through evaporation.</li><li>Water your lawn only if necessary. Apply no more than 1 inch of water per week (use an empty can to determine how long it takes to water 1 inch). Avoid watering on windy and hot days. This pattern will encourage healthier, deeper grass roots. Over-watering is wasteful, encourages fungal growth and disease, and results in shallow, compacted root systems that are more susceptible to drought.</li><li>When mowing your lawn, set the blades to 2-3 inches high. Longer grass shades the soil, improving moisture retention. It also grows thicker and develops a deeper root system, so it can better survive drought.</li><li>Check for and repair household leaks. For example, a leaking toilet can waste up to 200 gallons of water daily.</li><li>Sweep your sidewalk, deck, or driveway instead of hosing it off.</li><li>Replace older appliances with high-efficiency, front-loading models that use about 30 percent less water and 40-50 percent less energy.</li><li>Install low-flow plumbing fixtures and aerators on faucets.</li><li>Set up a rain barrel to be ready to repurpose rain when it does fall. <p><strong>How DEP Determines Drought Conditions</strong></p>



<p>To determine drought conditions, DEP assesses information on public water supply levels and data on four indicators: precipitation, surface water (stream and river) flow, groundwater level, and soil moisture. Declarations aren’t based on one indicator alone, such as precipitation.&nbsp;</p>



<p>The DEP Drought Coordinator monitors the indicators in close partnership with the U.S. Geological Survey (USGS), which maintains gauges in streams and wells in many locations across Pennsylvania.</p>



<p>There are normal ranges for all four indicators. DEP makes drought status recommendations after assessing departures from these ranges for all indicators for periods of 3-12 months. <p>DEP shares these data and its recommendations with the state and federal agencies and other organizations that make up the Commonwealth Drought Task Force. Drought watch and warning declarations are determined by DEP, with the concurrence of the task force.</p>



<p>Drought emergency declarations follow the same process, with final approval by the governor.&nbsp;&nbsp;No county is in drought warning or emergency status at this time.</p>

<p>The Borough of East Stroudsburg is digitizing its parking operations with Passport, a leading transportation software and payments company that is trusted by cities to manage their parking and mobility infrastructure.  Thanks to Passport&#8217;s digital platform, the Borough is now offering a mobile payment option for motorists to access nearly 500 on and off-street parking spaces.</p>



<p>The mobile payment application, Passport Parking, is the first cashless option for parking in the Borough of East Stroudsburg and enables drivers to safely pay for and manage sessions through their smartphones.  To begin a parking session, users simply create an account with their email address or phone number and enter their parking space number and desired length of stay.  Users can extend sessions remotely and review parking history and receipts with just a few taps.</p>



<p>More than 800 cities, private operators and universities in North America trust Passport&#8217;s digital platform as the only end-to-end system for managing mobile pay parking, parking enforcement, digital permitting and more.  The platform is designed to provide cities with the data and insights to dynamically manage their curb space.</p>

<p>The East Stroudsburg Borough Water Department will begin flushing all fire hydrants in the Borough&#8217;s water service area beginning Monday, October 4 through Friday, October 8, 2021. The crews will be flushing at various times and locations throughout the Borough. This program is a necessary distribution system maintenance function in which sediment is expelled from the distribution system by opening fire hydrants and flowing them until the water appears clear. The flushing program also allows Water Department personnel to assess the proper operation of the fire hydrants.</p>



<p>Some customers in the water service area being flushed may experience brief water discoloration and slight pressure fluctuations. Borough personnel will do everything in their power to keep these conditions to a minimum.</p>



<p>Customer Tips</p>



<ol class="wp-block-list" type="1"><li>Avoid running your tap water and using the washing machine or dishwasher while crews are flushing in your area.</li><li>If discolored water occurs, simply run the cold water for a few minutes until it clears. This will allow the sediment to work its way through your pipes.</li><li>Check for discolored water before using the washing machine or dishwasher. Wait until the water runs clear at the tap before doing laundry or running the dishwasher. NOTE: If your laundry becomes stained, DO NOT PUT YOUR LAUNDRY IN THE DRYER. Rewash clothes immediately using detergent and add a rust remover. Most rust removers can also be used on stained fixtures.</li><li>In some cases, slight discoloration might linger for a few hours. This discoloration only affects the appearance of the water and does not affect water quality. No health hazards are associated with discolored water from hydrant flushing.</li><li>If water pressure or water volume seems low after flushing has been completed, check your faucet screens for trapped particles.</li></ol>

<p><strong><span class="has-inline-color has-vivid-purple-color">WHAT ARE SNOW EMERGENCIES?  </span><br></strong>Under this declaration <strong>No Parking is permitted </strong>on the sides of streets designated as “Snow Emergency Routes”.&nbsp; The purpose of this declaration is to get parked cars removed from the sides of streets designated as Snow Emergency Routes, in order to enable snow plowing by the Borough; and to permit the safe passage of emergency vehicles as well as easier traveling by the general public.&nbsp; Vehicles which remain parked in violation of the Snow Emergency Route postings or which block snow removal efforts will be cited for an ordinance violation and may be towed by the Regional Police Department at the vehicle owner’s expense.&nbsp;</p>

<p><strong><span class="has-inline-color has-vivid-purple-color">WHAT IF I DON&#8217;T MOVE OFF A SNOW EMERGENCY ROUTE?</span></strong><br>If you leave your car parked along a snow emergency route during a declared snow emergency, <strong>you will be ticketed with a $300.00 violation, and/or towed at the owner&#8217;s expense</strong>.</p>



<p><strong><span class="has-inline-color has-vivid-purple-color">WHERE SHOULD I PARK DURING A SNOW EMERGENCY?</span></strong><br>You cannot park on the side of street that is marked as a snow emergency.  If your street has alternate side of the street parking, please move your car to the &#8220;Non Snow Emergency Route&#8221; during the snow emergency.  Once the snow emergency is lifted, please be sure to move your car to the correct side of the street based on the alternate side parking signs.  If you are only allowed to park along one side of the street, and it happens to be marked as a snow emergency route, please move your car to off-street parking, or another street nearby that is not marked as a snow emergency route. <p><strong><span class="has-inline-color has-vivid-red-color">Clearing Fire Hydrants</span>:</strong>  When there is an emergency, every second counts. Fire hydrants that are blocked, concealed, or difficult to access due to snow or ice impede emergency fire response. One of the first tasks upon arriving at a fire is to locate a water supply from the nearest hydrant. Hydrants covered in snow can be difficult to locate, and uncovering them can waste valuable time needed during the firefighting operations.</p>



<p>If there is a fire hydrant near your house, do your part to keep it accessible.&nbsp; Remove any snow and ice, and clear about a three-foot perimeter around the hydrant for firefighters to work.&nbsp; Clear a path from the hydrant to the street.&nbsp; Consider helping elderly friends, neighbors, or those with medical conditions to keep their fire hydrants clear.&nbsp;</p>



<p>Keeping them clear can mean easier access to water and more time doing what really matters — fighting the fire. The volunteer firefighters are always there when we need them – Let’s work together to help <em>them</em> help <strong>us</strong>.&nbsp; On behalf of the East Stroudsburg Fire Department, thank you for your assistance.&nbsp; &nbsp;</p>
